Challenge

Cloquet had screeners, interventions, and committed staff, but still couldn’t improve outcomes.

“For years, we believed we were doing the right things. A hard truth is that our data wasn’t telling us what students actually needed to learn to grow as readers.”

The district realized it was “chasing data” across multiple initiatives without being able to diagnose.

“In the past, we used screeners to identify which students needed intervention the most, but we could never pinpoint the root cause of their reading challenges. ReadBasix has helped us understand what our readers need, so that we can align their interventions with their needs.”
Nicole Vegar MTSS Coordinator, Cloquet Middle School, MN

Turning Point

Cloquet reframed its MTSS literacy system through the Simple View of Reading and began using Capti ReadBasix to distinguish students' foundational skill needs from broader comprehension challenges.

What Cloquet Changed

  • Identified root causes of reading difficulties and prerequisite reading needs using ReadBasix data.
  • Connected ReadBasix data to scheduling, intervention planning, and cross-team collaboration efforts.
  • Clarified MTSS tier decisions using Word Recognition and Decoding scores with a focus on the decoding threshold.
  • Developed an intervention menu aligned to specific reading profiles, needs, and instructional priorities.
  • Used schoolwide ReadBasix patterns to inform Tier 1 planning in vocabulary, morphology, and word reading.
“Cloquet used the data to make smarter decisions about who needed which kind of support —rather than assuming that the largest area of need was automatically the right instructional target.”
Tom Brenner Principal, Cloquet

Phased 3-Year Implementation:

Tier 3 → Tier 2 → Tier 1 → Systems

Year Focus Implementation
23-24 Tier 3 The district added a Tier 3 reading interventions class, providing phonemic awareness and phonics instruction for students flagged by ReadBasix as needing support.
24-25 Tier 2 The district added multisyllabic-word-reading intervention for students flagged by ReadBasix as needing support and refined scheduling across the middle school.
25-26 Tier 1 Core teachers embedded vocabulary, morphology, and multisyllabic-word-reading routines into instruction while intervention systems continued for Tiers 2 and 3.

Why This Matters for District and State Leaders

  • Cloquet treated screening as part of an MTSS decision system, not an add-on initiative.
  • ReadBasix helped connect assessment data to instructional action, not just identification.
  • ReadBasix reinforced equity: using data to identify needs without lowering rigor or expectations.
“The biggest shift was not just adding a new screener — it was using better reading data to build a more coherent system.”
